If you think that the lights are too bright, you can lower the brightness by adding some floating plants or change the lights.

Where is the tank placed?. Can you eliminate the problem of people around the tank?.

How long has the tank been set up & are the fish new to their environment?.

good points Jason.

I would check that the decor is what they like. I am sure you have lots of hidey holes for them. But if the rocks are too vertical they will be less comfortable. A more horizontal/close to the ground cave system will make them braver.

I tried to do a set up that was more vertical in an attempt to give caves for them and more viewing opportinities for me/other humans. Aim was to bring them to the mid section of the tank.

It didn't work. I found they spent more time happily swimming when the tank's cave system covered the whole bottom of the tank. Ironically, they came to the mid region more once the caves covered the bottom of the tank than they had when I tried to build it up.

Live and learn.

The most important thing to get people not to tap on the glass. That can greatly stress a fish. Also The egg spots don't specifically mean its a male. Females can have them too. Here is an article I found about sexing young peacocks
http://www.malawimayhem.com/articles_african_01.shtml
Finally when they scratch on the bottom it's not claiming territorry they either have just an itch ir ich.
