A lot of caves for territories doesn't solve the problem. The sub-dominate fish can't leave the area of the larger fish. Depending on tank size you might have to add more fish to even out the aggression or just get rid of one and keep that one. Especially if the harassed fish is pacing along the glass that is definite sign of stress. Rearranging the decor will only provide a temporary relief. Depending on the tank size you could as temporary relief to the one fish install a divider untill you figure out what you want to do if the one fish is getting bullied to much.
