1. can i keep a single angel in a tank or do they do better is pairs or trios.

2. will any combintion of angels and rams work in a 30usg

Angelfish will do fine by themselves, a trio might be asking for trouble, as a breeding pair of angels would probably pick on the other one. A pair would be fine, but they'll be happy by themselves. I don't know if I would keep angels and rams, unless you only kept one of each. Again, cichlid breeding pairs can be territorial.

30 gallons is too small for three. and it's too short at 16" tall. however, three angels would do nicely in a 37g tank (30x12x22).

Yes 30gal. is too small for 3 Angels. Why don't you keep a pair with some Corydoras as bottom feeders?. Rams & Angles are fine together, but you need a bigger tank.

Rams and Angels are fine as long as the Angels are not a breeding pair. I put a pair of Angels and a pair of Rams together and the next time the Angels spawned one of the Rams turned up dead and the other was cowering colorless in a plant.

I thought they'd be okay because i put flower pots in that the angels couldn't possibly get into but they got to the Ram anyway.

If you are not interested in breeding them and break up any pairs that form Rams and Angels do fine together. If you are interested in breeding them don't put them in the same tank.

but if i only went with angels i could have a pair then in my 30 long. 30x18x12 (or close to that), with about 8-10 tetra's

In a thirty long, a fully-grown angelfish wouldn't have much room, because the angel would be too tall. I would go with the earlier suggestion to keep angelfish in a thirty-seven gallon. That would be much better for the fish.

Have you considered Mesonauta festivus instead of angels? Festivums look like a cross between an angel and a severum. A pair of festvums would do fine with rams in a 30 gal provided neither pair was mating.
