Let me first note that if you buy a juvenile, chances are you wouldnt know if it's a male or female. Burundi (common-probably the ones at petc*) are usually about $10-20 a juvenile and $20-40 premature, and $40+ for an adult/mature specimen. The only thing about the water is they need a high pH, 7.5+. Its also not reccomended to keep a frontosa by itself, it'll stress them out greatly as they are used to be in large colonies.
