German rams are delicate, and need water of a higher quality than Bolivian rams. Therefore, you can keep more fish with Bolivian rams because they are hardy, and do not need as clean water. The good thing is that tetras produce very little waste, and don't take up too much space. You could probably fit a few more than that in there, too. And when he gets to Heaven, to Saint Peter he will tell: "One more Marine reporting, Sir! I've served my time in Hell."
