Oscars often hit 12" within a year, so I'd say definitely no. If you like cichlids, there are lots of great choices for that size tank - how about a harem of Yellow Labs? Or a pair of Angels? Or a pair of Firemouths, or Blue Acaras, or Convicts? Or a colony of Multis? Or a couple of Apistos or Rams with a school of tetras?

30 gallon would probably work for 1/2 a year, by that time he will be around 6", which then needs to be moved to a 50 gallon.

Oscars fast-grow according to what they're fed...

Bits of raw beef and fry will produce faster growth as compared to commercial feeds.

Your size tank will do for awhile but, as mentioned, Oscars deserve a large tank.

I'd say a 30 gallon will work for 4-6 months at the very most. Even on a normal pellet food, oscars will grow an inch per month if water quality is good.
