i have a RTBS who used to be active but now he kinda lays in one corner of the tank all by himself...is that usual?

I would check my water parameters if I were you. It's possible that he's feeling stressed and is just too stressed to swim around. Also, what are his tankmates, tank size, and diet?

Some people's RTS's have a tendency to not swim too much and lay around, especially in caves or territorial areas. Others have a tendency to be very active. It could be that yours has just fallen into a pattern of just liking his territory and sitting around in it all day...

hey's in a 27gal with 2 blue rams, a dwar gourami, some catfish, black widow tetras, 2 dojo loach and a pictus. water parameters are fine although i think the tank is a bit over stocked.

It's probably so stressed because it dosn't have a large enough territory to itself. The shark needs a larger tank. And the Pictus also should have more room.

He needs at least a 40 gallon tank as he can get approximately 7" long. He also will want a lot of swimming room and sometime of cave/cover that he can stake out as his territory. If your tank currently is the largest you can get right now, which is completely understandable, then I recommend either finding him another home or returning him for the time being. Once you have a larger tank, then you can get one.
