I am thinking of trying tiger barbs again. The tank is a 29 gallon with an ugf with a powerhead and another filter. I am planning to have.
5 turquoise rainbows (small ones)
2 female congo tetras(to give them a break from the males)
3 Regular tiger barbs(1m/2f)
3 Green tiger barbs(1m/2f)
3 Albino tiger barbs(1m/2f)
2 Yoyo loaches
3 algae eaters
I already have all the fish, except the tiger barbs and the rainbows. Whould this setup work?

I wouldn't mix the three colors of tigers together, unless you plan on buying enough for them to school in seperate colors. In my experience, the different colors do not school well together. I started with 3 albinos and 3 regulars, and they barely schooled. They picked on the other fish instead, so I bought 2 more regulars. The regulars then schooled and left the other fish alone, but the albinos still did not school, so I returned them. The regulars have been fine ever since.

Okay I think that I might try to get them a school at a time. I will get 6 regulars and 6 green tiger barbs. Hopefully I can get them to school.

I was also wondering what the ratio is for male to female tiger barbs?

I agree that the clolour morphs don't school together. Adding twelve to that tank would be a little excessive in my opinion, especially if you still plan to add rainbows. I'd stick to 9 because, apparently, having them in 'odd numbers' is supposed to keep their aggression down.... just something to think about.
