Hi, i have someone selling me used eco-complete, it has been used for about a year mixed with some Shultz aquatic plant soil.

Is it safe to use 2nd hand substrate? how long do nutrients stay in the substrate?

Are there things i can do to make sure everything is safe and clean?

I am planting Eleocharis Parvulus.

Definitely safe if it's dried out before you get it. Nutrients - there may not be any, but it's still a good plant substrate. You may want to go the same way as your friend and use something under it for that. If you're worried, you can always bake it for a while, but that shouldn't be necessary (although, do make sure there wasn't a tank epidemic or something). You're more or less guaranteed snails if they were in the tank no matter how long the stuff is dried out, but baking ought to kill them.
