Right now i have a 20 gallon long.(30l 12w 12 h) I just replaced the stand with a new black pine stand. After i finished with the upgrade i realized i really wanted a bigger tank. I just bought the new stand so now i want the 37 gallon.(30l 12w 22h) This is the biggest tank for a 30 inch stand. I plan to use an AquaClear 50 filter.

For stocking now i have:
8 Cories
4 Harlequin Rasboras
1 Dwarf Gourami
When i upgrade the tank i will add about 6-10 harlequins.
So here is the main question: If i add 6-8 Boesemani's Rainbows or Dwarf Neon Rainbows will everyone get along and will there be any over stocking problems?

Well adding those harlequins is a good idea and would look nice. But if you want the rainbows I would go with the dwarfs b/c rianbow fish like a lot of swimming space, and the boesemani's i think get to big for a 37 gallon.

I agree, bosemanis get too large and are too active for such a small (dimensions wise) tank.

Eventhough you're increasing the size of the tank, volume wise, you're still going to be pretty limited on what you can put in there as it's not increaing the surface area of the tank any. This means that you will still have the same amount of surface that is able to exchange gasses with the atmospheric air. This lets CO2 out and Oxygen in helping to keep alive beneficial bacterial colonies, and the fish themselves. If you got 6 harlies, i'd be careful on adding much more, especially with an Aquaclear 50 in such a deep tank.

If the water has a lot of surface agitation because of an air pump it should help. So if i go with the dwarf rainbows will it be ok?

I think the dwafs would be alright IMO.
