If you have good filtration you might be able to pull it off but, The rams would get territorial and there are probably to many crdinals. I wold even just leave the rams out.
made a few changes
new stock:
1 Bushy nose
18 Cardinal Tetras
12 Rummynose tetra
8 Corys
8 Rasboras tetra
6 cherry barbs
maybe a breeding pair of rams

I also think your stocking is pretty high.

Id try this:

1 Bushy nose
24 Cardinal Tetras
12 Rummynose tetra
8 Corys
8 Rasboras tetra
8 cherry barbs

Hi there,

In general, I find too many schools of different species in a medium sized tank not too appealing. IMHO, less is more

24 Cardinals will be stunning enough as a mid-level to low-level schooler. One additional school of smaller size may be ok as well, the choice is yours.

Question: What are Rasboras tetras? I only know of Rasboras, like the Harlequin, or Tetras, like Rummies etc.

I agree with the above.

Also the Rams may/will harm your cory's when breeding attempts occur, specifically pecking eyes out so you may want to review one or the other.

How's about:
10 Hatchetfish (for the top)
15 Cardinal's (for mid-level blue/red flashes)
15 Lemon Tetra's (for mid-level yellow flashes)

6 German Rams or 3GR (1m/2f) + a trio of some apisto?
OR
8 Cory's

what about this?

1 BN
10 Hatchetfish (for the top)
15 Cardinal's (for mid-level blue/red flashes)
10 Lemon Tetra's (for mid-level yellow flashes)
4 German Rams
8 Corys

Also are there other types of rams? Ive tried to keep german blues before but they would only live a max of six months or so.

again leave the rams out, or the cories out. they will not go together good, You don't want cories missing appendages or eyes. Other than that I think that it might work.

In a tank as big as 46g, rams and cories will be fine together. I'd stick to a max of 2 pairs though...better if you only have one pair.

I would stick to 2 schools of fish. You will be overstocked with 3 schools of 10 fish or more.

I'd go with the lemons and the cardinals or the cardinals and the hatchets.

IMO they are just more sensitive to water quality. Ammonia or nitrite spikes can kill them. Also, mine died after an injury...they don't handle stress very well.

Bolivian rams are more hardy and aren't as picky about water quality.

You can get a pair of Bolivians instead of German rams if you like. Its up to you. They get a tad bigger than the Germans, but I still think you can do a max of 2 pairs...if you lower the schools to 2 and lower the numbers.
