if you lower the water level a bit so the outflow is just above the tank water level, you should get bubbles, BUT, its not the bubbles that improve airation, its the movement of the surface of the water that is most effective, so i wouldn't worry it sounds fine

I've got 4 Whisper Micros

They tend to airate the water better if the water level is just ABOVE the lip of the filter. If it's too low the water just falls straight down a bit...but if it's up a little bit it will push water out across the tank and agitate the surface quite a bit
