I want to get 3 dwarf puffers and I was wondering would a 5 or 10 gallon be best? I also want to plant the tank. Are Dwarf puffers common at lfs (petco or petsmart)? I have only seen brackish water puffers...

you might be able to fit 2 puffers in a 10g but you could probably fit 3 in your 20g

I used to see them at the cps around here but not any more; maybe it depends on the area where you live.

I believe the general consensus is 1 puffer per 2-3 gallons. So 2 would be fine in a 5 gallon while you could probably go with 4-5 in a 10 gallon with enough plants and hiding places.

i think a 10g is too small for 4-5 puffers as things could change quick

I just went to petsmart and i looked at the dwarfpuffers and one of the fishsellers was like "Oh yea those dwarfs there tiny little guys u can have 3 in a 2 gallon". If i bought 3 i would want at least a 10 gallon.
