I have my 45 filled to about an inch from the top. If it's filled any more than that, or less, my penguin 330 makes a lot of gurgling noise from the surface agitation.

My 20 is filled to about a 1/4-1/2 inch from the top.

You fill it to where it meets the bottom of the output of your filter, so as the water cascades down the filter, and straight across the top of the tank water. Usually an inch or so below the rim
