My fish all freak out when I turn the hood light off or on. The tetras scatter and swim erraticly, jumping out of the water and banging themselves into the glass. The guppies do the same, but to a lesser extent. It takes a full minute to get the tank to settle down. Is this normal?

How big is the tank and how many fish do you have in it?

If your fish suddenly go from bright lights to pitch black, it will startle them. They'll dart around in the dark and hurt themselves by crashing into ornaments.
I always make sure the light is on in the room, before I turn off the light above the aquarium, so my fish are not in the dark. The lights in the room provide a dim lighting for the fish.Later I turn off the lights in the room, and the change is not so sudden, so the fish are not startled.

They'll also be scared by the loud click most switches make.

Yeah, it happens in my tank too. Now try a 6" fish slapping the top of your hood from time to time... Usually I try to turn on the tank light with some sort of light around the tank so the light itself is not that big of a shock.

Mine go nuts when I turn on the light in the morning, but it's because they know it's feeding time. They all make a mad dash to the top part of the tank where their chow comes from!!!

Also try the moon light LEDS - have these turn on before the main light goes out so then the fish have some "twilight" to see in

Otherwise leave the foom light on for ten minutes to let the fish become acustomed to the dark

If you could be bothered to fit it, you could also try a dimmer switch so you can bring the lights up/down gradually
