what is the best way to get healthy feeders? either rosy or common goldfish,though i have no direct plan on feeding these to other fish, if my gar doesn't feed, than i have no choice.

but i want to have a tank of them (rosie) as a "pet"tank.
but the problem still stands on, 1 sick will lead to hundreds of sick.

how do i set up a QT for the rosies, and prevent them from getting sick. or just finding healthy ones.

Thats always going to be tricky, aside from good quarantine, and maybe a fairly religious regimen of deworming and antiparasite care theres very little you can do to ensure the quality of feeder fish except follow the normal rules of good fishkeeping. Choose them for health, not colour, start with as many specimens from different places as possible to ensure the maximum genetic variety, and keep the tanks you keep them in simple , and very clean. Make sure you offer them good diet variety as these nutrients will all eventually be going to the predator.Theres no need to cull deformed fry , as presumably your predator can do that for you, but try to maintain only strong animals for multigenerational breeding.
Remember you dont have to buy feeders from "feeder stock" its not illegal to buy fish with the intention to breed them and offer the offspring to a predator, so spending that little extra money on fish that are not the usual abused and mistreated feeder stock is an advantage.

You could also look into a UV sterlizer if you really were bent on keeping the water parasite free
