Cardenals would be better as they are smaller and you could get anout 7-9 of them insted of 4-6 of the neons goos luck

If you really want the swords then pass on the platies.

Make sure if you get otos you have a good supply of algae available for them.

Cories really should be kept in group of at least 6.

I would take out the platys as that will be about your bio hold . Oh and iv your going to get neons instead get cardenal as they are smaller then you could maybe get the platys in MAYBE .But i hope tgis helps you   luck

Definately plant the tank. The plants will be beneficial and make your tank look a lot cooler. Shouldn't be too much extra work, depending on what kind of plants you get.

I am not sure about planting. Isnt it alot of extra work? But if my fish need it i will definetly do it.

The type of fish you've choiced are fine, but your need to be specific with the numbers.

I suggest:
6x Neons
4x Otto
4x Cory
3x Sword
3x Platy

This might be a bit over, let's just hear what other might say.
And are you going to plant it? Planting it will definately be benifical to your fish.
