Ok, I have a Cigar Shark and an Arowana in the same tank and no, the tank size is not an issue. My problem is this.....the Cigar Shark, which is a schooling fish, tucks himself under my Arowana and goes everywhere he does. They are the same size right now. This schooling behavior doesn't seem to bother my Arowana but he will nip the Cigar Shark once in awhile. Is my Arowana being harmed by this? I'd love to get more Cigar Sharks and another tank for them but I can't find anymore in my city.

The arowana is probably fine. As long as it is eating properly, and acting normally, then you shouldn't worry. As you said, the cigar shark might just be lonely.
Out of curiosity, how large are the two fish?

They are both about 6-7" so are both fairly young.
