I've tried both apistogramma and blue rams in my 38 gallon tank and neither have faired well. I lost my pair of Apistogramma cacatuoides because they wouldn't eat and another of my rams is looking kinda sick. So my question is what else will go in my tank if I end up needing to switch out the remaining rams for something else.

Current stocking:
6 black neons
3 platies
4 Skunk cories
2 blue rams

I know bolivian rams will work and I am considering getting keyhole cichlids. I want something a little bigger than the other fish that I have. Is there anything else that will work in there?

Maybe a pair of gourami's.
Also you could increase your cory school.

My plans for the tank are:
9-10 black neons
4 platies
6 cories

Maybe a pair of gourami's.

are there any specific species that I shouldn't keep?

I thought that a RTBS would be too large for my aquarium. I also thought that they were pretty aggressive. Am I wrong about this?

your right randy RTBS grow to about 15cm which will be too large for your tank.

i think either a pair of bolivian rams (i have 2 and i love them!!) or a couple of gouramis. i dont know that much about gourami species. i did keep a couple dwarf gouramis a few years back. i found them to be a bit nippy towards my other fish in the tank.

A gold gourami might be a nice addition to my tank, the platies are blue/red and the neons and cories are b&w so the yellow might stand out nicely. Another thought I had was 1 or 2 keyhole cichlids.
