Would you consider this tank over stocked?

15-Gallon Extra Tall, 13.5” Long X 13.5” Wide X 20” Tall.
Walmart Aqua-Tech 20-40 Filter.
Rena 200 air pump and air stone.
No real plants.

9 X Neon tetras
2 X Albino Cory (Corydoras aeneus)

The reason I ask is I would like to add 2-3 more corys to the mix but think I might be pushing the bio-load of the tank. This tank has been running with the current fish and bio-load for the past month with no ill effects.

No I think that you could add 2-3 more cories without a problem at all.

Adding three or so cories would be a good idea for the health of the cories... But... Tall tanks have less surface area than normal ones, which usually means fewer fish can be kept in them. The tetras don't add much to the bioload, but that particular cory does grow fairly large... Still, I'd say it's fine to add three cories, and I'd probably add another one later. Just make sure you do a water change once a week, and have plenty of oxygenation going on in the tank.

I don't think it would be a problem, but it would be even better if you found a smaller species of cory you like. C. aeneus is one of the larger species, but C. julii is a common enough (although often misidentified) species and is smaller and very attractive. Go through the profiles on this site and see if there is anything else you like. While 3-5 albino/bronze cories are acceptable for that tank with 9 neons, 3-5 of a smaller species would probably be a little better.

Hmmm the issue I see is that the tank has very little surface area.....
13X13/12=14

And while I know most of the "stocking rules" aren't all that great and are really more of guidelines, with no real plants in the tank and little surface area then I worry....

Depending on the nitrAtes in the tank, and how frequently you do maintence (remember the fish you want to add are bottom dwellers just like the tank waste) you might get away with increasing the stock.
