Some stress coats are specifically stress coats that are meant to calm the fish down a little and help with the production of it's natural slime coating. Dechlorinators are to take out the chlorine and heavy metals, aqnd often have stress coat additives with it, so they are kinda two-in-one type deals. HTH Racso EDIT: I never really answered the original questions. I use the dechlor's whem I do water changes or the fish jump out or something similar to that.
