When you are cycling a tank should you furnish the tank (put in ornaments,fake plants, air stone etc.) before you cycle or would it be ok to furnish the tank after I cycle?

Decorate all you want. Ideally, you could have all the decorating set before cycling begins, but the fake decorations shouldn't hurt anything or affect the cycle in any way.

Makes no difference as long as your decor is aquarium grade stuff. That might sound daft to say but I've known plenty of people put 'custom made' things in their tanks, not to realise that concrete or plastic isn't necessarily the best thing for them. Leaching toxins isn't healthy for the fish.

I've even heard of people putting an ornament from an established tank in their new tank to help add bacteria. The bacteria lives in substrate, on ornaments & in the filter most of the time.

Ornaments, gravel and filter material from an existing tank will speed up the process for you. Its a method I use a lot but be aware of the potential risk you are running of putting existing disease into a new tank too. If wish have recently suffered in the 'mature' tank, then I wouldn't rsik it.
