My 15 watt incandescent heats my 5 gal hex to about 82/83 F.
In the morning its about 78/79 F. I know guppies can take a wide range of temperatures, but this seems a bit much. I also do not have a heater.

Urm, only 2 options that spring to mind are:

1) Get a heater
or
2) move the light higher so that it doesn't heat up so much

Yes, that's a little high - and the tank's a little small. He'll live though if you aren't able to do anyting about it. Maybe move the light and/or tank slightly?

A better thought, get a compact flourescent bulb. Less heat, less energy consumed, a nicer, more 'natural' looking light. Get a 'Daylight' bulb, about 6700K rating.
This will open options for you if you decide you want some real plants later also. Get the bulb at your hardware store, zellers, (if you get in fishstore, 3x the price)
