All jokes aside, he's probably referring to food that you can prepare for tetras and livebearers.:%)

Do you mean a fish recipe for fry?
If you do I can tell you how I make mine.
I take HBH Veggie Delite 8 veggie flake, some regular tropical flake (no name pond brand), some brine shrimp flakes, some shrimp pellets, some dried bloodworms, and some tropical slow sinking pellets, and I put it all in a bowl and use the bottom of a spoon to grind it to powder. I think pop it into a small fish food jar, and feed my guppy and platy fry on it. They grow extremely quickly on this mix, and appear very healthy and active. I assume the variety in the food is good for them.
You could also mix foods this way for adult fish, just dont grind the food up small, leave it big, shake it in a bag, then pop it in a container.
