what would add, takeaway or change?

70G(US) Planted Mixed Community Tank
1 Angel
12 H. Rasbora
2 Cory Sterbi
3 Cory Juilli
3 ottos
6 Glowlight Tetras
4 Female Dwarf Neon Rainbows

40G South American Tank
1 Clown Pleco
1 Bristlenose Pleco
1 Leopard pleco
6 Silver Hatchets
1 Dwarf Cichlid (cockatoo) Male
12 neon tetras
3 males Swordtails

20G Planted Mixed
1 Male Goldern Ram
10 Glowlight Tetras
3 Platies

10g Mixed
6 Phantom Tetras
4 ottos

In the 70 I would increase cory and otto numbers. I would also consider a pair of blue rams. Also maybe a surface fish, possibly marbled hatchets, or golden wonder killie.

In the forty I would try to find a mate for the dwarf cichlid(preferrably 2-3 females).

The rest I would not add anything to.

i've tried to get females for the dwarf cichlid, can't find any, the male was the only one the LFS had, had no more since.

ottos yes once i find them can, don't have them very often around here. corys to rare to find them.

You could add more glowlights to the 75. With that big of a tank you could easily have 10 of them. They would be really happy too.

While all other tanks look good to me (or I know not enough about the fish, like the plecos), I will comment on the 70G:

1 Angel - check
12 H. Rasbora - check
2 Cory Sterbei - maybe 4 or 5
3 Cory Juilli - maybe 4 or 5
3 ottos - maybe 5
6 Glowlight Tetras - maybe 10
4 Female Dwarf Neon Rainbows - why only females? add 2 males

That should fill the tank up nicely.

All i would do is fill out the Corys/ottos/rainbows/tetras(glo-lights) in the 70.

i've only got female rainbows because my two malers died while i was moving house last year.

so 4 more glowlights
2 male rainbows
4 more ottos
4 more of each cory!

I don't know if you misread my suggestion or if you want to add even more fish than that. I would say:

so 4 more glowlights - check
2 male rainbows - check
4 more ottos - 2 maybe 3 more
4 more of each cory! - a total of 5 each
