Although the fins almost suggest a Pseudomugil species, the shape off the dorsal and the shape of the mouth are not dissimilar to a Poecilidae.....bit of a puzzle, this one.

Doesn't look like a characin to me. No adipose fin. Looks more like a cyprinid. A lot like a minnow, in fact, though I don't know what kind. Sort of like a rainbow shiner in breeding colors with big fins.

It looks freshwater to me. It is probably a characin or cyprinid of some type, though I'm leaning towards characin. I've never seen a fish like that before, it is very beautiful.
