The angelfish should get the tetras to school, but I think you'll have a problem. Black phantom tetras can be kind of nippy, I believe. A fish with long fins such as an angelfish wouldn't stand a chance against all of those tetras.

EDIT: Whoops, my mistake. That was inter-specific aggression that I've heard about. Male black phantoms tend to fight amongst themselves, but with little damage resulting.

Black Phantoms are actually quit peaceful community fish and shouldn't bother your angel.We've had them before and I've never known them to bother anything.

I had a school of eight when I bought a very small angel...the angel actually looked like one of the tetras and would school with them

They never bothered the angel but the males do get nippy amongst themselves.

I've had both in the same tank with no problem. I think with 16 of them they would be in their own world and not pay attention to the Angel.
