I have a heavily decorated 8 foot tank containing
6 15cm clown loaches
2 adult blue acaras
1 20cm black knife ghostfish
and 2 15cm synodontis catfish
but all of them seem to stay down low and only one would
be seen at a time.

my question is
what middle to high level schooling fish coud be housed in here, so It looks not as fishless??????

congo tetras another possiblity, and less likely to be nippy. Having a school of fish may help your other fish come out more as well. Many fish look out at schoolers for distress signals and if all is well they come out.

I do'nt think hatchet fish are a good idea as my fish would stress them to death.
and tiger barbs would certainly be eaten by my 20cm male blue acara.
I placed 15 5cm feeder barbs and they were gone overnight.
the fish have to be atleast 7.5 cm.

Congo Tetras, Red eyed tetras, and most all of the rainbow fish with the exception of the blue eyes, would all do great in that tank. And you can mix the tetras with the rainbows, as well as you can mix the rainbows with each other.

yes silver dollars would look great only problem is if his heavily decorated aquarium contains live plants it might not be the best idea to include silver dollars as they will tend to tip the roots up.
