Okay thinking this:

13 neon tetras
1 harlequin rasbora(the rest of the school has vanished, and I think I'll stay with all SA fish)
4 white clouds(once more, no more for now)
8 von rio tetras(from my 20)
12 cory cats
5 khuli loaches
1 clown pleco
6-8 ottocincluses
plus some random guppies.

Would that be feasible? or would it be too much visually?

We need to know how big your aquarium is first. We wouldnt want to put all of those fish in a 20 gallon or a 10 gallon.

Oops, sorry. It's my 60 gallon. I know the fish would be okay parameter wise, I just wanted to know if I'd be looking at a nasty lfs tank which looks too busy or a nice small section of a pond/river someplace.

You probably won't see many of them, there are a lot of bottom dwellers in there. Poor little harlequin... They're so pretty!

I think it'd be a nice little tank, just make sure the von rios don't bother your other fish, they can get a bit nippy at times!

I would remove the WCMM & the Rasboras & add a bigger fish, so both the other schools of Tetras that you have will school together.

At the bottom you're quite covered, but personally i wouldn't add the Loaches.
