I saw a leopard puffer at my lfs today for $7, it was like only an inch long and it was really cute. It says that they can grow to be up to 6 in long. How hard is it to keep them and how big does the tank have to be if the puffer lives there by itself? is it aggressive? Can it live in a 10 gal by itself?

If it's aka Green Spotted puffer it requires brackish. If it's a Spotted puffer it's freshwater. It's hard to tell the difference between the two. But the leopards are known as green spotted puffers.
They do get about 6 in. They are aggressive, more so when they get older/bigger. I wouldn't add tankmates, though some have had success. They are very intolerant.
They eat live/frozen food-brine shrimp or blood worms(if you're lucky you can get them to eat frozen). You also need to add live "pond" snails periodically(I do it once a week)to keep their beaks trimmed. My pet store gives these to me from their plants. Otherwise they're grow out and they won't be able to eat.
They need plants/caves to hide in. You could start with a 10(but it's not really that when you add the substrate & decor/plants), but he won't be happy in there, I'd go for at least a 20.

Both of the puffers you speak of are the same. Wherever you got that info (probably Puffernet) it is wrong. there is only 1 commercially available "spotted" puffer, commonly called the green spotted puffer. It is a high-end Bw puffer that does best in SW as an adult.

Common names just aren't very dependable. It could name several puffers. The spotted Congo (T schoutedeni), isn't available on the normal aquarium market.
