Sure, that could work in a 20, although you have to choose tankmates carefully - many people find that they're not to be trusted with smaller fish. This is such a sedentary fish I think it would even work in a smaller tank, but a 20 should be absolutely fine. Cool fish, definitely!

EDIT: Some other options, although not to be combined with the Butterfly -
Glass Fish, Chanda ranga: who doesn't want a see-through fish? Brackish and a schooler.
Leaf Fish - looks kinda like a leaf. Also very sedentary, so safe IMO for a 20.
Bumblebee gobies - look like little bumblebees!

Awwww ... all right, all right, your tank.

How about a freshwater flounder? I think the common species fit in a 20 (please correct me if I'm wrong) and they're definitely strange!

Shelldwellers! As always, they fit the bill. Active, intelligent, and with some definitely unusual behaviors - when was the last time you saw a Neon tetra dive into a shell for cover, or build a sand "wall" to divide two territories? In a 20 you could keep one of the more colorful species, like Lamprologus caudopunctatus or L. ocellatus "gold". Or you could go for a group of Multis, Neolaprologus multifasciatus, which live in colonies and have fascinating behaviors within the group. Or my personal fav, L. meleagris, a gorgeous fish with a definite attitude and personailty.
I'm not lying about the gorgeous thing - here's a meleagris male:

You could put a dwarf pufferfish in there. They are certainly unusual!

Um, you have lots and lots and lots of choices. Is there anything that you are interested in?

I suggest going to your LFS and writing down names of fish that interst you. Post your list and we can help with stocking.
