would it be all rite to have atleast 2 rainbows or angels with a few dwarf puffers and bumblebee gobies in a 20 gallon or would the puffers bite the fins of the rainbows or angels

It's very likely. I have heard of dps being community fish, but more likely than not you'll get a natural born killer which will all but rip apart it's tankmates.

Some could argue that they do fine in fw. In fact, I have kept my lone guy in FW for over two years now, and he's big, yellow, and happy.

I'm pretty sure that a dwarf puffer would chew up the fins of any angelfish it was kept with, and it would most likely be happy to extend the same 'favor' to the rainbows as well.
I don't know much about the gobies, but I wouldn't keep a dwarf puffer with angelfish or rainbows.
