2)Flame tetra 4
3)Congo tetra 2-4
4)Emerald catfish 4
5)Yoyo loach 2

1)Dwarf rainbowfish (4) 1 male and 3 females-need 6 or more
2)Flame tetra 4-need 6 or more
3)Congo tetra 2-4-need 6 or more
4)Emerald catfish 4-need 6 or more
5)Yoyo loach 2-need 3 or more
6)Lamp Eyes 6
7)Blue acara 2-4- might make some of the other fish lunch
8)Dwarf corydoras 2-4-need 6 or more
9)Zebra pleco 1-2- expensive and not good for this tank

if you want blue acaras. yoyos, and congo tetras or rainbowfish. then you could model the tank after mine and have 2 blue acara
6 congo tetras
4 yoyos loaches
1 green severum

I have a suggestion:

Leave out the emerald cats (I really recommend this since you will have corys and loaches on the botoom as well) and bump the number of rainbows, flame tetras and corys to 10, so you have room for a centerpiece fish (like an angel or a couple gouramis, then get 5 or 6 otos once alage is established in the tank.

If you really want to leave the catfish in there, leave everything at 6, and you still have a little room to work with.

I'd recommend a BN plec for an algae eater. Not too large, interesting looking, does a great job with algae. Otos are nice too but can be a bit more sensitive. You can read this article for helpful oto info.

Dwarf gouramis are ok in M/F pairs, often it's difficult to find females in lfs. With that size tank you could get pearls or moonlights which are a bit larger, very pretty, and peaceful.

You're not going to find Zebra Plecs. They are now banned from export. You'll have to be lucky enough that someone locally has not sold all of their stock already.
