When I'm using a protien skimmer. What type of water is recommended to use? Is tap water ok to use?

For the fresh water? You can use tap water, though a lot of people use RO instead. Tap water can contain impurities like chlorine, chloramine, phosphate, nitrate, and silicate. Many marine aquarists prefer to not deal with them, and buy either RO freshwater or pre-mixed salt from the store. The water is completely pure, and will only contain whatever salts and nutrients are added to it.

A protein skimmer is not really going to make a difference in using tap or pure water like distilled and RO. You'll still face all the usual potential problems of using tapwater. Protein skimmers mostly remove organics from the water that result from feeding the tank. Some people use tapwater and don't have complaints but usually it's best to use pure water when mixing up salt for your tank. There are too many problems that could arise from the contaminants found in tapwater and you won't really know until after it happens.

Use RO/DI water. You can't go wrong.
