Neither would be a good idea. Yellow tangs need a tank of at least seventy-five gallons, and mandarin dragonets need a continuous source of tiny benthic crustaceans to eat. A mandarin would quickly overhunt the population of these critters in a twenty gallon and starve afterwards. It is possible to maintain a presence of these inverts in a tank either through a fuge, frequent additions from an outside source, or by creating zones where the dragonet cannot access and where the inverts can breed. However, in an aquarium this small, you will not be able to create a dragonet-free zone or a fuge large enough to provide ample food. The mandarin would be doomed.

And when he gets to Heaven, to Saint Peter he will tell: "One more Marine reporting, Sir! I've served my time in Hell."

The only way to keep a mandarin in a nano is to set up a large sump/refugium. Often times larger than the display tank. Then buy pod packs pretty much weekly. Some lfs sell them or you can order them online from several places for about $15. It also helps alot if the mandarin is eating some frozen food but they still need a study supply of pods which will require a fair amount of work and money.
