Well you have basically three choices. Fish only tank; Fish only with live rock (FOWLR); or a Reef Tank. based on the majority of the types of fish you would like to have, I would not recommend the reef tank.

These combinations of your fish are the most likely to succeed.

An aggressive fowlr tank.
panther grouper
emperor angel
porcupine puffer
snowflake moray eel
foxface
niger trigger
tangs

A peaceful fowlr
tangs
flounder
tassled filefish
butterflyfish
blue girdeled angelfish
kauderns cardinalfish
clarki clownfish/maroon clownfish
black clownfish
percula clown fish
foxface

A reef
tangs
manadrine dragonet
kauderns cardinalfish
clarki clownfish/maroon clownfish
black clownfish
percula clown fish
foxface
kauderns cardinalfish
clarki clownfish/maroon clownfish
black clownfish
percula clown fish

All the clowns will fight in a small tank so make sure you choose something over 150 gallons, in fact all of these combinations require really large tanks especially the Aggressive fowlr due to the niger trigger and panther growing 18 inches plus so for that 250 gallons it still too small they would fare much better in a tank over 350 gallons.

I you really want a lion you cant keep it with trigger or angels, however you could keep it with corals and other fish too large to fit in its mouth

Most Angels can not be kept with corals, especially the larger ones.
