I want to set up a salt water set up in a 20 gallon.

I was wondering if I could get 10 pounds of live rock, 2 clown fish. one cleaning shrimp and about 10 snails?

If the rock is going to be your main filtration, I'd suggest getting more, about 10ish pounds more. I also think that even percula and ocellaris clowns(the two smallest types) will be a bit cramped, but might do ok with plenty of water changes, and good filtration, including a protein skimmer, the live rock, and some good current.
