Two of a small clownfish species and a cleaner shrimp would be okay, but I wouldn't recommend anything else. Twenty-five gallon fish tanks are just taller versions of the twenty-high; they don't provide much room for fish. What types of clownfish are you looking at?

And when he gets to Heaven, to Saint Peter he will tell: "One more Marine reporting, Sir! I've served my time in Hell."

If you can find them (and for that matter, if anyone collects them) you could try and hunt down Bryaninops gobies. Which are tiny. The adults reach a maximum of just 3 cm.

I suspect, however, you will have LOTS of trouble even finding a dealer who knows of their existence, let alone one who could obtain them for you ...
