I was wanting to aquire some information about water chargers. Any bit of information anybody has about use, application, and reliability of them would be helpful.

can't comment cause i've neva used them (or seen the ) but they look like they do the same thing as bio balls, lava rock ect. if those things cost more than lava rck, i would defionatly go 4 lava rock

The pre-colonized bacteria on them is what simultaneously interests and worries me. And how long they take to cycle a tank?

I'm always wary of items like this. Pre-colonized bacteria? In a few weeks, your tank will have its own bacteria. IMO, it is a lot of money (don't forget shipping) for something you really don't need. Filter media like sponges and wool do a great job.

If you are cycling your tank and you want it to go faster, look for something called 'New and Improved Cycle,' or even better, 'Biospira.' Yet again, none of these items are necessary in a cycled tank, or even if you are cycling one.
