I just set up a 10 gallon for my guppy fry. However, after washing the gravel numerous times w/ water, the water is still cloudy. Will it settle? Is it safe to put the fry in? What should I do???

If you have wash throughly it will be fine. You can usually never wash prefectly so it won't cloud water.

Yes, it will eventually settle. Although I think it's much more common to have that problem with sand over gravel...did things clear up yet??

Has the water cleared up yet? If not, it may be something else besides gravel. It is usually the case that it should go away in a day or two, but you said you "recently" set it up, it could be that the tank is not cycled (not sure how "recent" this was) and that could be causing the problem, in which case, expect to lose some fry. And no, acuclear or anything like that wont help, though if it hasn't cycled, something to speed that up by adding beneficial bacteria to the water couldn't hurt.
