First of all, welcome to FP.

Most heaters (but not all) will have some type of an indicator light that comes on when the heater is actually on and heating the water. This light will not be on when the heater has cycled off.

The best way to check if the heater is functioning properly is to monitor your tank temperature regularly to insure that the heater is maintaining the temperature where you want it.
