I have recently upgraded my tank to a 36"x18"x12" tank i have a Syno Network (Upside Down) catfish. Looking for some ideas of fish to keep.

Well if you've already had a look around your LFS and written down what's availible I'd work on the list from there.
When dealing with small tanks I personally prefer to keep smaller fish (that way the tank doesnt' look so small)... I'd go with a small schooling fish such as rasboras or barbs since they're also nice and active .

In the area i come from i have access to about 4 large stockists,so i have access to most fish.

I'm not sure exactly of the species of syno you have, but do a bit of research and check he wouldn't like some friends first after that, your gonna want a small to medium cichlid, or a group of slightly larger schooling fish.....and maybe a dwarf plec of some flavour for the algea
