Did you use filter media from your old tank? My tanks never really got cloudy when they cycled.

What is the ammonia, nitrite and nitrate readings?

I'm sure it's not cycled yet. The water from your other tank really won't help. And in just 3 or 4 days, the Emperor filter couldn't have set up enough to cycle the new tank. Just stock slowly, with the hardiest fish first. Or do a fishless cycle. Either way it will take awhile to fully cycle and fully stock the tank.

The tank turns clear at the end of the first stage (ammonia). The cloudyness comes from the bacteria eating the ammonia. You still have a few more weeks to go before you can start stocking.

Adding water doesn't really help as you want to add the bacteria to jump start the cycle. The bacteria lives in the filter pads, substrate, and any of the decorations (plants rocks wood ect) that you might have in the tank.
HTH a bit .
