Hi,

Not sure anbout any place in California, but I do have a reccomendation on tank size: if you're looking for 10-20 gallons, get a "20 gallon long". It's dimensions are
30 X 12 X 12 (as opposed to a standard 20 gallon 24 X 12 X 16) That extra few inches of length means a lot - it will create more surface area for the tank, which means more gas exchange, which means you can have more fish in that tank (should you choose to, and depending on species of course) compared to a standard. It also allows for keeping fish or pairs of fish that wouldn't do as well in a more cramped "high" tank. Petsmart usually stocks 20Ls, check it out. Good luck!

It really depends on where you are from. Where I live there are proably 7 places that sell tanks. Check your yellow book for LFS's or try internet searches. Ebay has a lot of tanks but most are pick up only so search by location. How this helps and wecome to FP!

Some places wont have tanks in stock, since they obviously take up a lot of floor space, but a number of places will order them for you. Unless you're limited to only a 10-20 gallon tank then I'd suggest getting the biggest one you have space for/can afford. With a 10 and 20 gallon tank you will be seriously limited as to your stocking.
