if i get a new tank do i have to wait 6 weeks to do the cycle thing. or can i use water from my other fish tank?

The water itself doesnt actually contain much of anything that will help cycling the new tank.

Best thing would be to use the new filter on an established for a few weeks to colonize the filter before moving it to the new tank. Stocking slowly with hardier fish first would work. Additionally any filter media from the established tank that could be use or substrate, even decor will offer some of the bacteria you need will help. However you'll need to stock the new tank slowly and with the hardier fish first and keep an eye out for mincyles.

Yes, patience & more patience. The water don't do any difference & like Babelfish said, use the new filter on an established tank & start stocking slowly with hardy fish.
