I have heard if you use large apple snails they may cycle a small tank. I would just be safe and get some hardy fish, or try fishless cycling with ammonia.

IMO I would not try to cycle a tank with shrimp or snails. They don't really affect the bio-load.
Some people do a "fishless" cycle for their tanks. Some put a little of straight amonia in, some just put a little food in everyday to keep up the amonial levels. If you chose the fishless cycle by just putting the food in, it wouldn't hurt to have the snails and/or shrimp in your tank but that's not what would be cycling it. Good luck!

EVENTUALLY, any tank will cycle with shrimp or snails, but it would take AGES AND AGES for shrimp, and to be honest, inverts dont much like ammonia/nitrite and tend to get a bit ill.
