It looks like it's just playing around. I've noticed mine will do that in sand substrate. If it's acting normal otherwise, I wouldn't worry. Sometimes they dig around for food and stuff.

It is funny looking. Mine will grab foot-fulls of sand and it stays in a lump, kinda like your picture. I think their slime holds it together.

Either he's really really bored or he's sliming off excess substrate that got stuck up against his body.
