I was thinking...
1st tank
1 betta,
2 ghost shrimp,

2nd tank
1 betta,
2 borneo suckers,
or 3 khuli loaches,

Are they compatitble?

depends.. on the betta,

some bettas are overly aggressive, and may eat the ghost shrimp, so it is a 50% chance that the ghost shrimp will be their,

and in the other tank, i dont think small loaches would be ok in that tank, and with ottos, it is important to keep water conditions within range, and a good current which the betta may not like.

How large is the footprint of the tank? Kuhlies will be fine in a 14, they should be fine in a 10 even, but it depends on the floorspace in the tank as to how many would be suitable IMO.

I would go with a Betta & a school of small Tetras or Corydoras, in both tanks.
