I am looking to keep my betta warm this fall and winter. Would this heater be okay.

That heater might be a little powerful for a one gallon tank. Also, the betta only has one gallon to swim in right now, and the heater would take up some of that space. Does your house get cold in the winter? If so, then maybe go for the heater, but set it a little lower than the temperature you want. If you've got decent heating, then don't worry about your betta.

the tank will only get cold if the room it is in gets cold. Usually room temperature is fine for bettas and nothing you will have to worry about.

How cold does the room get in the winter?

I bought and tried out one of those heaters. In a word, "Don't." It has no thermostat to control the temperature and just continues to heat! In a one gallon tank or bowl, it can cook your fish in minutes if you are not careful. It is best not to use a heater on anything smaller than a five gallon tank.
If you have cental heat, he will be fine at just room temperature.

I agree with two tanks. I have one but will only use it for emergencies with supervision.

Is it some sort of tank with a light? I have a 5g with a hood/light that I don't use a heater on. Because of the light I can maintain a regular temp, pretty much whatever I want depending on the temp of the water I fill the tank with.
