ok the fish most reminds me of a very washed out betta albimarginata next up i think it may be another very washed out betta mimiopinna or maybe even a betta imbellis but thats just what came to mind

this is a small mouth brooding fish that i know of. it must be really hard to cat all the bettas. so maybe it is under a different name, no it is not a imbellis.

oh, than it must be betta albimarginta u r very lucky if that is what it is, a very nice looking fish

heres some stuff from my betta book...

Equally beautiful mouthbrooders are in the betta albimarginata group, consisting of B. albimarginata and B. channoides from Borneo.
These species have wide flat heads, and a dorsal fin insertion only slighty behind the insertion of the first anal fin rays. They differ from all other Betta species in having more spines in the anal fin fin (9 to 12 vs.18 to 32). Like members of the previous group, they are swamp dwellers and do best in soft acid, tea-stained water.
B. albimarginata (KOTTELAT AND NG), 1994 occurs in Borneo's Sebuku River drainage of Kalimantan Timur. It occupies the leaf litter and vegetation in shallows near the shore of forest streams with moderate current. The flanks are yellowish brown to reddish brown, and the back and top of the head are yellow to white with black spots. All fins except the clear pectorals have a broad white margin and a black submargin, with redin the remaining fin area, another unique charicter of this species, A peacefull fish, pairs do well in moderately lit, well vegetated, moderatly soft (140 ppm hardness) neutral (ph 7.0-7.2), peat moss stained watter in 5- to 10-gallon tanks. feed live daphinia, baby brine shrimp, blackworms and/or tubifex worms, and suppliment with frozen brine shrimp and bloodworms. Keep snails or tadpoles in the tank as scavengers, and keep these tanks covered. provide drift wood or a flower pot as a spawning cave.

Wow, I took a look at the B. albimarginata pics on the IBC site and lucky you if that's the fish you have, it's gorgeous
